MEETING MINUTES

4:00 p.m., December 9, 2010

 Call to Order & Welcome:
Ron Jost, District 5 Co-Chair , called the December 9, 2010 Transportation Advisory Committee meeting to order at 4:12 p.m.

Approval of October 14, 2010 TAC Minutes:
Jim Kleffner made a motion to approve the October 14, 2010 Transportation Advisory Committee meeting minutes as present. Richard Huse seconded the motion. Motion passed.

Partnering for Innovative Efficiencies:
Tom Stehn, District 9, discussed the issues that were identified at statewide meetings held in November, hosted by MoDOT. The meetings were held to determine ways to improve the implementation of the Local Partnering Agency (LPA) grant projects, such as Enhancements and Safe Routes to School.

The next round of regional meetings will be held in mid February. Participants will work on the action plan that is due on April 1, 2011.

Tom Stehn asked the committee for ideas on how to get the communities actively involved with the process. TAC members suggested sharing information with the RPCs and staff will in turn share with the committee members via mail or email. Committee members stated that it would be a good idea to meet prior to the February TAC meeting to discuss the action plan implementation.

Enhancement Grant Report:
Kelly Sink Blair updated the TAC committee on the enhancement grant selections that were made for District 5 and District 9.

Blueprint – Arrive Alive Report:
Bonnie Prigge updated the TAC committee on the MoDOT Blueprint activities and the District 9 sub-district meeting that was recently held at MRPC.

Bonnie gave a presentation that provided information on the Missouri Arrive Alive campaign. Bonnie said that there has been a decrease of fatalities in the past of year of six percent and an overall decrease in the past five years of 31%. Bonnie stated that 70% of the traffic fatalities were those in which victims were unbuckled. District 5 had a decrease of 35% in fatalities while District 9 had an 8% decrease in fatalities. The Meramec Region had a 5% decrease in traffic related deaths in the past year.

Bonnie informed the committee that traffic crashes are the leading cause of death for people 15-20 years of age. Three out of four teens killed in traffic accidents are not wearing a seat belt. One in four Missouri traffic crashes involves a young driver under the age of 21. There are several area high schools that participate in the Arrive Alive campaign. MRPC has been participating in the Buckle Buddy program, which is geared toward kindergarten through second grade. MRPC also provides the communities the opportunity to use the Buckle-Up stencil for parking lots.

MoDOT Updates and Staff Reports:

District 9 Report: Willie Johnson, MoDOT District 9, Willow Springs

Crawford County I-44: Willie informed the committee that the grooving project on the concrete portion of the interstate in Crawford County is about complete. Next year plans are to reinforce this section of concrete and put an overlay on it.

Pulaski County I-44: Starting to I-44 west bound in Pulaski – In April of 2011 reconstruction of west bound lanes will begin in Pulaski County. Crews have already started working on the crossovers, as traffic will be head to head on this section. Some ramps will be temporarily closed during this two month time. Plans are to put in rumble strips as well as having the typical signs, flags and markers to get attention of the drivers as they approach the construction area. Project should be completed in two months with the completion date scheduled for May 23, 2011.

Willie stated that most of the road maintenance in District 9 next year will be on low volume roads and doing partial overlays and patch work with chip and seal. Major projects are not going to be done at this time. MoDOT will be ‘taking care of the system.’ However, some improvements may be made to the roadways on which MoDOT will be maintaining. Willie asked the committee to be thinking of projects that might fall into this category – ie: emergency pull out areas, curve straightening, etc.

District 5 Report: Alan Trampe, MoDOT District 5

Alan stated that there is no new construction in the district at this time.

Upcoming District 5 Projects:

Route 63, one half mile north of the Gasconade River Bridge – Rock will be cut back for preventative maintenance of freeze/thaw rock slides during winter months.  The project will begin Wednesday, Dec. 8 and continue through late February, 2011.  Periodic lane closures will occur.

Safe and Sound Bridges:

MARIES COUNTY - The Missouri Department of Transportation will hold an open-house community briefing on Thursday, Dec. 16 from 4:30 - 6:15 p.m. to discuss plans to replace five bridges located in Maries County. The bridges include:

The community briefing will be held in the courtroom of the Maries County Courthouse, 211 Fourth Street, in Vienna, Mo. No formal presentations will be made at the meeting. The public is invited to attend the briefing at any time during the advertised hours. Staff from MoDOT will be available to talk with the public about project plans and schedules, estimated closure durations, proposed detours, and answer any questions.

There will be overlay work done in the spring and summer on Highway 19 between Highways 50 and 28 in Gasconade County and on Route 42 from Osage Beach to Vienna in Maries County.
