HOUSING ADVISORY BOARD MEETING

Minutes

October 14, 2010  

Call to Order
Ron Jost called the October 14, 2010 meeting of the Phelps County PHA Housing Advisory Board to order at 5:31 p.m. The meeting was held at the Meramec Regional Planning Commission.

Members Present
Ron Jost, Ed Worley, Ray Schwartz and Randy Verkamp

Staff Present
Linda Hollandsworth, Linda Loughridge, Linda Huffman and Tammy Rigsby

Approval of Minutes
Ray Schwartz made a motion to approve the Minutes from the May 13, 2010 meeting. It was seconded by Randy Verkamp. The motion carried.

PHA Financials
Linda Loughridge presented the financials for July through September 2010. Randy Verkamp made a motion to approve the financials for the PHA. It was seconded by Ray Schwartz. The motion carried.

Reasonable Accommodation/Fair Housing Update
Linda Hollandsworth explained that housing participants are not allowed to rent from immediate family members unless the participant is disabled and a reasonable accommodation is approved for the participant. A doctor must show a relationship between the request and the disability.

Linda also explained that the PHA went through a fair housing investigation and there were no findings. The PHA’s staff also completed fair housing training.

SEMAP Score Indicator #7
Linda Hollandsworth informed the board that the PHA received a SEMAP score of 97%. In the past the PHA was not required to complete #7 which is Expanding Housing Opportunities. They are now required to complete that indicator.

Linda also explained to the board the reasons for raising payment standards from 95% of the fair market rents to 98%. Ed Worley made a motion to approve the increase in payment standards. It was seconded by Ray Schwartz. The motion carried.

Utilization of HAP (Housing Assistance Payments)
Linda Hollandsworth brought the board up to date on the number of families assisted and the amount of HAP for each of the six counties.

New Business
Linda introduced Linda Huffman to the board. She was promoted to the FSS/HOS Coordinator position. She also informed the board that new employee Steve Brown will begin employment on October 18, 2010. He is filling the Crawford County coordinator position.

Adjourned
Ray Schwartz made a motion to adjourn at 6:00 p.m. It was seconded by Randy Verkamp. The motion carried.
