CALL TO ORDER
President Byron Baker called the September 23, 2010, meeting of the Gasconade Valley Enterprise Zone to order at 1:15 p.m. at the Chamois Lions Club, Chamois, MO.
BOARD MEMBERS PRESENT
Byron Baker, Larry Backes, and Russell Scheulen – Osage County; Jerry Lairmore and Jim Decker – Gasconade County; Ray Schwartze – Maries County.
BOARD MEMBERS ABSENT
Mark Hayes and Leslie Clark.
REVIEW AND APPROVAL OF MINUTES
Larry Backes made a motion to approve the minutes of the August 26, 2010 GVEZ meeting. Jim Decker seconded the motion, which passed unanimously.
FINANCIAL REPORT – B. PRIGGE
Bonnie Prigge presented the financial report for period ending August 31, 2010. Revenue for that timeframe was bank interest of $20.56 and contributions totaling $3,100. Expenses for that timeframe were fiscal administration and MRPC technical assistance, and $106.75 for Enhanced Enterprise Zone assistance totaling $1,528.75. The total fund equity as of August 31, 2010 is $53,546.38.
Larry Backes made a motion to approve the financial report, as presented. Jerry Lairmore seconded the motion, and the motion passed unanimously.
FUNDRAISING UPDATE – B. PRIGGE
Ms. Prigge reported contributions made to date include: City of Owensville - $2,000; City of Belle - $3,872.14; City of Vienna - $500; Legends Bank - $1,000; Owensville Chamber of Commerce - $1,000; Three Rivers Electric - $2,000; Fidelity - $100; Mace’s Town & Country Market - $500; and Osage County - $500. Staff will send donation requests to Hermann businesses and Osage County cities since the EEZ has been approved.
BYLAWS CHANGES – B. BAKER
Ms. Prigge presented the proposed changes to the GVEZ Bylaws. The changes affect the following sections: 3.2 Nomination and Appointment of Directors; 3.3 Terms of Directors; 3.5 Resignation and Disqualification of Directors; 6.10 Board Members Participating by Phone; and Amendment 11.1 Amendments to Bylaws.
Russell Scheulen made a motion to approve the bylaws changes. Jerry Lairmore seconded the motion, which passed unanimously.
DECEMBER MEETING – B. PRIGGE
The meeting is set for 4:00 p.m. Thursday, December 4 at the Café Company in Owensville. Contributors and EEZ board members will be invited in addition to GVEZ board, local elected officials and those donating $500 or more to GVEZ. The board discussed the agenda and potential speakers for the evening.
COMMUNITY REPORTS:
Jerry Wolfe said the board needs to keep the GVEZ Board together and it’s very important to hire a part-time employee. Linn State Technical College will hold an open house ceremony on October 16, 2010. He discussed the LSTC scholarship program that allows individuals to donate $200 to students in the donor’s name.
Mr. Wolfe wants MRPC to do more to advertise and promote Linn State Technical College and asked GVEZ to consider sponsoring a scholarship program.
Jerry Lairmore reported that a new bowling alley is under construction in Owensville.
Jim Decker reported that four companies are doing well in Owensville: R.R. Donnelly, Jahabow, Grimco (bought an Ohio company), and Toolroom.
Mr. Decker reported that a 160,000 square foot Canaan warehouse is available with 14 acres for $1.6M. Mr. Decker thought $400,000 would be a good buy.
Russell Scheulen reported that the West Central County commissioners meeting met at Linn State Technical College. The MRPC Annual Dinner will be November 9 th at Linn State Technical College. The Osage County courthouse renovation is almost complete.
