  • Provided $3,144,394 in housing assistance to an average of 758 very low-income households per month in the Meramec Region through the U.S. Department of Housing and Urban Development (HUD) Housing Choice Voucher Program. This also includes the participants who have utilized their portability rights and have transferred out of our area and are still being assisted with our agency’s funds. The MRPC also performed 1,432 unit inspections for the rental assistance programs and conducted 13 group housing briefing sessions at MRPC.
  • Submitted and was awarded Family Self-Sufficiency (FSS) grant of $53,932.
  • Provided information on Community Development Block Grant (CDBG) competition and grant alerts for the: Traffic Engineering Assistance Program, National Endowment for the Arts, Rural Health Funding Opportunities, Missouri Foundation for Health programs, Assistance to Firefighters Grant, Missouri Department of Transportation Alternatives Program, Federal Highway Administration’s Federal Lands Access Program, Route 66 Corridor Preservation Program, Missouri Department of Transportation Section 5310 Application for Rural and Small Urban Areas, National Trust for Historic Preservation, , Energy Loan Program, The Hart Family Fund for Small Towns Grant, MDNR Scrap Tire Grant, Energy Loan Program and FEMA Hazard Mitigation funding.
  • Provided information on training opportunity on economic development and the arts at the University of Missouri Extension.
  • Provided information on a Federal Health Funding Opportunities Workshop through the University of Missouri Extension.
  • Provided public testimony before House Sub-Committee on Appropriations – General Administration for Regional Planning Commission (RPC) funding on January 24, 2017.
  • Provided public testimony before Senate Appropriations on RPC funding and Delta Regional Authority (DRA) funding on January 25, 2017.
  • Provided list of successful local businesses to Rep. Jason Smith’s office.
  • Applied and received various Ozark Rivers Solid Waste Management District (ORSWMD) grants to assist with Household Hazardous Waste (HHW) satellite collections in Rolla and St. Robert, special waste collections, and education, public awareness and business outreach.
  • Applied and received the Office of Administration grant, which allows Regional Planning Commissions to receive state financial assistance.
  • Hosted a Missouri Community Betterment regional meeting.
  • Maintained an organizational website with information on MRPC and is part of a network of regional planning commissions across the state.
  • Provided staff services for the Meramec Regional Emergency Planning Committee (MREPC) and updated the region’s hazardous materials emergency management plan for the Missouri Emergency Response Commission (MERC).
  • Advertised Community Right-to-Know information regionwide on behalf of MREPC.
  • Conducted training needs survey for MREPC.
  • Worked with Missouri Emergency Response Commission to promote and coordinate hazardous materials classes.
  • Applied for hazardous materials training courses on behalf of MREPC through MERC.
  • Hosted a regional training for Give Ozarks/Give Meramec to region’s non-profits, churches and schools through Community Foundation of the Ozarks.
  • Maintained portfolio of 10 Revolving Loan Fund (RLF) projects, totaling $608,360 leveraging more than $19,690,546 million in private investment and creating more than 908 jobs in our region with the entire program.
  • Maintained portfolio of 29 Small Business Administration (SBA) 504 loans, totaling $6,189,203, leveraging more than $33,817,253 million in private investment and creating more than 1,270 jobs in our region with the entire program.
  • Maintained portfolio of eight Intermediary Relending Projects (IRP), totaling $218,864, leveraging more than $5,019,006 million in private investment and creating/retaining more than 172 jobs in our region.
  • Coordinated and provided meeting facilities for 13 Meramec Regional Development Corporation (MRDC) meetings.
  • Held annual dinner at Belle-Bland Community Center in Belle on Oct. 20, 2016. Outstanding citizens were recognized at the annual dinner and later in the region’s news media and MRPC publications.
  • Provided photos to Annual Dinner volunteer award winners.
  • Prepared Federal Priorities report and made annual trip to Washington, D.C. to carry regional concerns to our U.S. representatives and senators. Chair Ray Schwartze accompanied staff members Tammy Snodgrass and Bonnie Prigge on Mar. 20-22, 2017.
  • Prepared State Priorities report and made annual trip to Jefferson City on Jan. 24, 2017 to carry regional concerns to our state representatives and senators. Board members and staff participated.
  • Executive Director served on the boards of the Missouri Association of Councils of Governments (MACOG), Missouri Local Technical Assistance Program (LTAP), Missouri Federal Land Access Program Program, Decision Committee (FLAP), Community Partnership Audit Committee, Sustainable Ozarks Partnership Board, Meramec Regional Community Foundation and DNR’s Geologic Mapping Advisory Committee. Served as chair of the Missouri Association of Council of Governments and its transportation committee.
  • Served as administrator for the Gasconade Valley Enterprise Zone (GVEZ) that coordinates the Enhanced Enterprise Zones in Maries, Gasconade and Osage counties, and assisted with fundraising.
  • Continued to work with the Missouri Department of Transportation (MoDOT) to gather local input on transportation needs and issues and provide staff support to the Transportation Advisory Committee (TAC), an advisory group serving as a liaison between local citizens and MRPC, including the coordination of six meetings.
  • Maintained a multi-modal transportation stakeholder’s email list.
  • Continued to offer associate memberships to businesses and organizations in the region. As of June 30, 2016, 23 businesses and organizations held associate memberships.
  • Provided traffic counters, which may be used by member communities and organizations.
  • Invited the Meramec Region’s state legislators to MRPC’s December board meeting for an idea exchange. Three state legislators participated.
  • Invited the Meramec Region’s federal congressional leadership to MRPC’s January board meeting for an idea exchange. Staff from four of the region’s congressional offices participated.
  • Coordinated and provided meeting room for four MREPC meetings and seven ORSWMD meetings.
  • Adopted one needy family, one elderly gentleman, one veteran from the Missouri Veteran’s Home in St. James and three teenage boys from the Great Circle in St. James (seven total individuals in the Meramec Region) for Christmas. Gifts and food were purchased for the individuals from funds collected from staff and board. Donations were also collected for the local animal shelter.
  • Held a FSS/Home ownership class with a presentation by Missouri Ozark Community Action (MOCA).
  • Hosted a Resident Advisory board Meeting (RAB) to review the five year/ one year Public Housing Authority (PHA) plan.
  • Coordinated Ozark Rivers Grant program that awarded 12 grants, which benefited Ozark Rivers counties. The total award was $183,095.89, which is being administered by MRPC on behalf of ORSWMD.
  • Participated in quarterly statewide meetings of RPC transportation planners.
  • Participated and assisted in coordination of quarterly meetings in Jefferson City for RPC fiscal officers.
  • Coordinated, set agenda and facilitated eight meetings for solid waste planners meetings at the state level.
  • Coordinated four meetings of Region I Homeland Security Oversight Committee (HSOC).
  • Coordinated and administered Region I HSOC grant program, which benefited Region I. FY15 award was $90,497.74 in October 2015. This award is to be expended by August 2017. FY16 projects have been selected, totaling $88,935.82 and were awarded in October 2016. These funds must be expended by August 2018.
  • Continued to work with Dr. Joan Schuman from MS&T, Dept. of Engineering Management and Systems Engineering, to make board members aware of the University’s program to have engineering management student’s work with local governments to address their needs and identify solutions. Served as a liaison between the cities of St. James and St. Robert, the communities that hosted the class this fiscal year.
  • Facilitated and provided technical assistance to the Meramec Regional Community Foundation (MRCF). MRCF ended the fiscal year with 55 funds with a fund balance of $1,108,902. Eight new funds were established, totaling $264,600.  Hosted and attended over 9 meetings to promote the foundation concept. Assisted the foundation in awarding six community grants totaling $1,500 and 19 scholarships in the region, totaling $12,000.
  • Entered into a contract with MoDOT to assist with awareness of an “Arrive Alive” message at schools and community events and provide docudrama/safety day training.
  • The Meramec Region Coalition for Roadway Safety Subcommittee awarded nine mini grants, totaling $3,900 to assist with eight Project Graduations and one docudrama project. Project Graduation grants were awarded to: Fatima High School, Linn High School, Rolla High School, Belle High School, Cuba High School, St. James High School, Hermann High School, and Bourbon High School. One docudrama grant was awarded to St. James High School.
  • Completed a regional grant from Federal Home Loan Bank for the home repair program; funds renovated nine homes of low income persons through the region in the amount of $107,198.
  • Completed and submitted an Economic Development Administration (EDA) planning grant for the region.
  • Represented the ORSWMD at one meeting of the joint sub-committee on solid waste in Jefferson City.
  • Completed and submitted Region I HSOC progress reports to Office of Homeland Security in December and June.
  • Represented Region I HSOC at State HSOC Chair meetings and at State Homeland Security Advisory Committee (HSAC) meetings on a quarterly basis.
  • Administered a DRA Grant for Naturally Meramec project.
  • Administered and implemented a United States Department of Agriculture (USDA) Farmers Market Promotion grant for Naturally Meramec project.
  • Facilitated one meeting of Comprehensive Economic Development Strategy (CEDS) Advisory Committee.
  • Submitted DRA planning grant reports.
  • Provided technical assistance for Meramec Community Enhancement Corporation (MCEC) and coordinated four meetings.
  • Conducted group housing briefing session once a month, two to three briefings a day at MRPC, July 2016 through June 2017.
  • Provided a forum for local review for federal funded programs and projects in the region through the State Clearinghouse Review process.
  • Prepared, submitted and administered Chemical Emergency Preparedness Fund (CEPF) Tier II and Hazardous Materials Emergency Preparedness (HMEP) grants for the MREPC.
  • Conducted a commodity flow study of Highway 72 for MREPC.
  • Fielded numerous calls for assistance for SBA, RLF, IRP and micro loans throughout the region for small businesses.

  • Responded to numerous requests for information via MRPC’s website.
  • Prepared 147 plus press releases for media in the region, keeping them informed about the projects and activities of MRPC and its member governments and 485 Facebook posts.
  • Coordinated a presentation by Tammy Snodgrass, MRPC, on the Our Missouri Waters Meramec Watershed project as well as other watershed projects being developed in our area, for the August 2016 MRPC meeting.
  • Coordinated a presentation by Dan Epps, Mid West Co-Generation Systems, on co-generation, the simultaneous production of electricity with the recovery and utilization of heat for the September 2016 MRPC meeting.
  • Coordinated a presentation by Linda Loughridge, MRPC, on the RLF plan for the October 2016 MRPC meeting.
  • Coordinated a presentation by Amanda Wiggins, Keen & Company, LLC, who presented a finalized audit report for MRPC and its component units for year ending June 30, 2016 for the November 2016 MRPC meeting.
  • Coordinated a presentation by Richard and Sherry Hashhagen on Camp Brim Shire, a camp located in Phelps County serving disadvantaged youth for the February 2017 MRPC meeting.
  • Coordinated a presentation by Alexandra Blackwell, Executive Director, Central Region Workforce Investment Board (CWIB), on changes within the board due to federal regulations, workforce stats for MRPC’s eight counties and development programs offered through CWIB for the March 2017 MRPC meeting.
  • Coordinated a presentation by Keith Strassner, Karen Leatherman and Travin Shelton with the Small Business and Technology Development Center at Missouri S&T on the business and economic outlook for our region for the April 2017 MRPC meeting.
  • Coordinated a presentation by Luke Holtschneider, Manager of Rural Development for the Missouri Department of Economic Development (MoDED) on the purpose of this newly created office including some of the initiatives he is working on for the May 2017 MRPC meeting.
  • Coordinated a presentation by Dr. Sean Siebert on the Rehabilitation to Innovation program for the June 2017 MRPC meeting.
  • Attended Community Foundation of the Ozarks (CFO) Regional Affiliate meeting at MRPC on Oct. 27, 2016.
  • Offered a Homeownership Seminar to participants in Aug. 2016, at MRPC. Topic: Attitude, Communication, Problem Solving, Responsibility, Preparing for the Work Place presented by MOCA. Five part series: Sept. 2016, Dec. 2016, Feb. 2017, Apr. 2017, and July 2017.
  • Coordinated marketing efforts on regional level for Give Meramec, 24 hour online day of giving.
  • Coordinated a Central District Coalition for Roadway Safety sub-committee meeting for Meramec counties.

  • Submitted and was awarded grant from MoDED for the Cuba Development Group – tax credits to raise funds to complete the Osage Trail Legacy Project monument.
  • Coordinated a mini-grant program and awarded Central District Coalition for Roadway Safety grants to Cuba and Bourbon High Schools.
  • Presented program promoting Mobility Program to six organizations and provided informational material to 47 organizations in the county.

BOURBON

  • Awarded a Project Graduation grant in partnership with the Central District Coalition for Roadway Safety to Bourbon High School.
  • Presented program on budgeting basics at the Autumn Age Homes.
  • Provided information on MRPC’s special collections, household hazardous waste collections and promoted trash/dump prevention strategies.
